It buys defaulted consumer debt, primarily credit cards and consumer loans from lending institutions, resellers or brokers and then collects the portfolios that it owns through the outsourcing of the accounts to various collection groups and then through resale. In November 2015 the BBB contacted Delray President Mark Gray who responded that Delray uses agencies to collect debts, that Delray merely processes payments, and therefore Delray is not the true subject of the complaints.
