State Collection was started in 1949 by Hilding Haag, father of current CEO Tom Haag. The elder Haag was a Swedish immigrant who started another collections company, Wisconsin State Auditors, in 1949. But Haag quickly sold his interest to his then-partner Howard Stark.

In 2008, State Collection merged with a Minnesota collections business called Protocol Financial Service, Inc.
