That timing can matter.

Most people report fraud after they discover that money is already missing. But sometimes you see an attempted transaction first and call the bank while the problem is still unfolding.

You may tell the bank, “That transaction is not mine. Somebody is trying to use my card.” Then another attempt succeeds anyway.

That creates an important question: what happened after you warned the bank?

It does not automatically establish what the bank was legally or technologically required to do, but the timeline is worth examining carefully.
