Julie C. Faling, President and CEO
Business Model:
Since 1986, Health Care Financial Services, Inc. (HCFS) has been a debt collector and a provider of third party eligibility and Medicaid billing services. They also provide Workers' Compensation billing, Follow-Up (Denial Management), Revenue Cycle Consulting, Revenue Cycle Interim Management and Point of Service Collections. It is a privately-held company.
Also called HCFS Revenue Management, Inc.
HCFS received $800,000 from Texas hospital as part of a questionable “sweetheart deal” between HCFS then-owner Gene Stipe (a former state senator), and his brother Frank (a member of the hospital’s board). Both men are uncles to HCFS president Rick Faling, deceased husband of current CEO Julie Faling. This same Gene Stipe was also part of an FBI tax fraud probe alleging he under-paid federal taxes in the amount of $1.7 million.
* Ranking determined by the overall number of debt collection complaints to the Consumer Financial Protection Bureau (CFPB) as of year-end 2015 and should be considered in context of company size and/or market share. See the CFPB debt collection complaint database in real-time here.
